Narrow Spectrum T8 Florescents

Hi guys, Anyone ever heard of T8 Narrow Spectrum Florescent Lights? I got them on Ebay and was told they were great for all phases of growing. However, my seedlings have hardly grown in 3 weeks! ANyone evr tried these or heard of these bulbs?
