4000k is a suboptimal light for any cycle. 2700k is for flowering and veg should be 5000k to 6500k (daylight). Try getting some 6500k CFL's. also check the CFL tutorial in this forum.

a 4000 kelvin bulb is a mid-range spectrum bulb and not all that good for either cycle, unless you supplement it with the proper kelvin bulbs.
