Next time be more descriptive, and list what you have going on in your setup. Other wise its tough to help..

What Kelvin temperature are you bulbs?
For flowering you want to use 2700k but may want a few 6500k in there as well...

What are the wattage of the individual bulbs?
I found 23 watt bulbs will work, but want to aim for the bigger size bulbs, they have more output of lumens and cover more area.

Also try and get a few pictures of your set up maybe to hear more advice. Remember to keep your bulbs within 2 inches from the foliage. Since with cfls, the further the bulbs are from the plant, means less penetration from the bulbs. And try to use Reflectors!

i have 4-26 watt 2700k and 1-68 watt K with reflectors like three inches away and the 68 watt like 6 inches away

The word enough should be banned in this context, it means nothing. Enough for what? To get a decent yield, no that is not enough.

i would get a few more 23 watters to surround the plants, but ive seen people pull a decent grow from that amount of light but they kept the plants small with lst.

Move the lights closer. 6 inches is WAY too far for a CFL, even a 68W.

That's plenty of light for seedlings, but you'll want much more as the plants grow. I use 2-42W bulbs and 2-26W bulbs on each plant (total of 4 bulbs, 136W per plant) and keep them within 2 inches of the foliage. Just watch for falling/tipping bulbs. Squashed a plant with a 42W bulb the other day, burned off a top (luckily the plant has 3 more, and I might have accidentally FIM'ed it when I pinched off the burned tip.. let's hope so!)
