Im planning on using 8 23w 100w equiv 1600lum 2700k cfl lights on 2 plants. will this be enough light for flowering? thanks!!

probably, but much will depend on how large your space is and how big you veg your plants
you probably don't want your space to be any larger than 4 square feet, so that would be a 2 x 2 foot grow space

That is the size I have. its a 24"x24"x48" cabinet I plan on veging to about 12" or 4-6weeks

this sounds good - the veg to 12 inch might be a bit large - depends a lot on strain
you would probably do better if plants get no large than 36 inches

from what i understand the grow rate will take off in flower correct?

indeed it will - the more sativa, the more dramatic it will be
for my own grow, i vegged a nl#5 to 5 inches - at flower it's finishing at 29 inches
of course you can always top, LST, SCROG, or some other height limiter
