Can you be more specific. There is 2 "watt" ratings when you buy CFL's.

The real rating (small rating that should be branded on the base of the bulb)
And the "equivalent to incandescent" (The BIG number usually, WONT be found on the bulb)

If those numbers you gave me are real watts, You have MORE then enough. @ 700w But i suspect you might be fooled by the real/fake watt ratings.

You want a base minimum IMO of 40w per sq/ft. Up to 50-60 flowering. You can do less, but i don't recommend it.

I have 2 68w (300w equivalent/136w REAL) cfls for my 2 plants, and they are extremely happy for now.

No that is not enough light. Go by actual watts. You want at least 200 for what you describe. And they should be a mix of 6500k and 2700k, more of the first for veg and more of the second for flower.

I'm working with 400 real watts of CFLs for three plants. I vegged them for 4 weeks, and I regret not buying more bulbs when I had the cash to do so.

In other words, get more lights!

It's not about watts. what you are looking for is lumen output and kelvin rating. Some manufacturers make great bulbs and have a higher lumen per watt ratio. If you learn how distribute light, then you should be ok if the plants are small. I personally would have 4 to 5 CFLs for each plant. Remember, the closer your light, the more lumens your plants are actually getting.
