Should you put the cfl's on the fan leaves or the buds? Buds seems like the obvious answer to me, but dont the fan leaves absorb most of the light for the plant.

The whole plant should be bathed in light. I can't how you would direct light to just fan leaves or just buds anyway.

yep-try to even it all-so the lights are really close to the hole plant and all places are covered even-you should also turn you pot around once a day to even more distribute the light to your plant.
