Yes you can repot during flower. It might drag your flowering time out another week or two but if you transplant properly you should have no ill effects.

And yes it is probably root bound.

Transplanting is simple - get the root ball wet, pull the plant out carefully, put into a larger container about double the size that already has a good layer of soil at the bottom. Fill around all gaps and water again.
