i currently have 18 6500k cfls and a 125 watt full spectrum 6400k bulb. the area is 2'x3'. would i be better off taking out some of the 6500k and replacing them with 2700k or do the plants not need any red spectrum for vegging?

It's not that plants don't need it, but that 6500k bulbs supply more than a sufficient amount(ratio) of it for vegging.
In flowering you see the best resulting using both.
