the title kinda says it all. it isnt the best brand in the world but it is the same kind in the rest of my house and i inspected a few in my bathroom and none of the others were like that i also checked a few in the grow room in the basement that are a different brand and none were like that, just the one in the veg closet i setup. should i be worried? replace it? its brand new but i am kinda scared of the mercury they contain

Yea take it back. It sounds defective.

for the cost of a 23w cfl its not worth the risk of anything happening,
take it back and exchange it,
