Question CFL Mother Room

I am trying to figure out what the minimum requirement for a single mother plant would be. I currently am using 2700K and 6500K CFLs for veg and flowering. Right now I have a mix between the two bulbs in one room and they are being switched for flowering time. This means I constantly growing from seed. I really would like to know if I can take some of these bulbs out or somehow construct a low end vegging room from cheap supplies.

Its really pretty simple. I;'ve seen many plants grown here with two 26 watt CFLS. OR a few 42s, and they grow. BUT to grow FASTER and BETTER, use more CFLs.
