Default Lumens per plant?

I want to do a perpetual harvest with a fair amount of plants. I'm probably going to use CFLs because I don't have much vertical space and they're more cost-effective than t5s. How many watts should I have for plants? I'm going to be in a fairly enclosed box covered on the sides and bottom with panda film.
