23 watt is always better than 11, spectrum doesn't play a big enough role to overcome the lumen difference.

more cfl`s of less wattage is best. you can get the light better distibuted around the plants and are cooler.
i would use the 23 watt. that is what i have in my current set up.
like i said in your other thread, keep the lights about 2 to 3 inches away and not so many while they are small.
