Were can i get cfl ballasts?

Home Depot or Lowe's or Ace Hardware or Wal-Mart or Amazon. Don't buy from a grow shop they'll just rip you off

Yes you have to wire it but it's easy. Just connect what you disconnect. I'd bring your old one as a sample. You might even be able to boost wattage if you want to or if necessary.

cfls have a ballast built into the base of the light.
