Small, flying insects making holes in my outdoor plants!

I have several plants outdoors and i've been noticing holes in the new growth and in some of the lower branches. Upon further inspection i've noticed there are are insects (not many) making holes in the plants. They are small and green, they also are able to fly. I noticed a few that were brown/dark colored as well. On one of the plants i noticed curled leaves that were held together with perhaps silk, which i'm assuming this bug is responsible for. I'm not totally panicked about it because the damage has been slowly occuring over the course of a few weeks but now its getting annoying... I've looked over the pest sticky in this forum and haven't found any bugs that fit the description. Has anyone else had any problems similar to this? And what can i do to get rid of these annoying pests... Any advice is appreciated.

figure out what you have first and then figure out how to deal with it. Different insecticides do different things.
