For fluorescent
You need a warm white (commonly called red spectrum) bulb for flowering; For vegging you need cool white( blue spectrum) blub.

For HID
You'll need a HPS (high pressure sodium) bulb for flowering; For Vegging you'll need a MH (Metal Halide)


I personally use and recommend. .... T5 fluorescent lighting for vegging and HPS for flowering;

Edit: btw HID lighing in flower will always produce a superior product than Fluorescent.
