I take it from the first true leaves...almost as soon as they've popped really. Some people take it from when it starts throwing nodes at alternate intervals.

I consider the first week the seedling stage and week two the beginning of the veg stage. By week three I slowly introduce nutrients and by the forth week they are on a normal diet and mature enough to go outside.
