can you build and run a sealed grow room with aircooled lights without using a/c?

hello i've been trying to figure this out for a while and am wondering what the medical laws are in cali? i know a lot of the counties have 6 mature or 12 immature plants and 8 ounces but then i hear that you can get prescribed 99 plants in most counties so basically is this true can you get prescribed to grow 99 plants anywhere or do the local laws override state laws in this situation? also in humboldt it says unlimited numbers in a 10x10 area? is that for outdoor and indoor? please let me know ...
