A lot of dispensaries in Southern California carry edibles, and most are pretty good. I think there is a market waiting to be opened in the non-sweet aspect of food though. Green butter is about the only thing I've been able to buy that I can use in regular cooking. You definitely have to have your cooking areas inspected by county health inspectors or you could rent night time cooking space at a local bakery or restaurant. You also need to get a food handlers license.
The dispensaries would be more than happy to take your goods on consignment, and there's a good chance that most of them will require you to supply the refrigeration unit that they will be displayed in. If you do all that, let us know and I will be the first in line to buy a Bubba Kush burrito.
edit: Also, please make certain your potency is consistent. I bought a M&M's brownie that I had eaten before, only this batch felt like a bad coke trip.
