There is a report in high times somewhere were it states to cut back co2 in the last 2 weeks of flowering because there have been some reports on it reducing potency late in flowering. Other then that co2 rocks, if you can't tell the difference then your method of applying it is not sufficient! I use a tank with a ppm counter/controller from cap and it works great! The plants love it, buds are way tighter right from the get go.... Love it, love it, love it

So when do you use co2 during veg and flowering?

Yep, it's my understanding to run it in veg and flowering during lights on in a sealed environment (periodic venting during lights on/ constant venting lights off) until the last 2 weeks of flowering.
