the bottle says 2 tbsp per gallon every 3 weeks.

alaskan fish fertilizer. 5-1-1

im using about 1 tbsp per 1/2 liter water

should i wait 3 weeks?

No. You'll need to get another low nitrogen fertilizer for flowering.
