Unless the soil is hot, superthrive won't hurt them.

The light can be much closer. Try pulling it down to 18" or so. After several days, move it down a few more inches. You can probably get that 250 to within a foot eventually no problem.

I would wait until they are a bit bigger to put them outside, as long as it's cool to have them indoors on the light for now.
