Because it makes work for them doesn't it? They have no reason to be quick, the longer it takes the more job security they have. When was the last time you heard of a "cival servant" getting fired for being slow? The other day we saw, no joke, one guy up a utility pole while TEN others literally lay on the grass and watched!! We counted them. I can only imagine how much work is done behind closed doors. |
