You're going to need a LOT more, especially for flowering

You can make a nice cheap light fixture using a power strip, plug-to-socket adapters ($2 at home depot) and Y adapters ($1.50)

Try to get at least 23w bulbs and use 'daylight' for vegetative and 'warm white/soft white' for flowering
