I don't think that 400WHPS is too strong for seedlings, just that 400W of anything like right on top of them will definitely nuke them if them don't have sufficient roots down, especially in rockwool, which has zero nutrients. I've seen a few drop their big old lamps right down on seedlings or clones and nuke the bastards ... it's worse with clones because they have all the foliage and no roots.

I'm going to be honest. I'm unfortunately victim of 'common knowledge' and always vegged under fluorescents, and now under MH. I have heard - and noticed - that tops totally leg out when I add HPS. I recently encountered this when I put in HPS on plants that had already been flowering for ~3wks. I've also heard of people running HPS the whole time with good results. I was honestly just asking if you had a reason. One of these days I'll have enough lights and space to run these sorts of experiments.

Oh yeah, and brainwreck is a pretty sweet name for a strain.
