The part that people miss is that heroin and morphine and cocaine are all availible by prescription. I know this is true in Michigan. And that is controlled by the states. As are speed , methanphetimens etc.
The ballot initative has more to do with hard work the luck, and its not done yet. Minnesota's Governor has vowed to veto any Medical
marijuana bill. If your State has the ballot initative available (22 states do) that is the way to get it done. VV
