That is what I was thinking.. That Ballast is 480 volts.

You can buy a 400 watt HPS light for about $300. I am not sure though. The hydro store i go to can sell 1,000 watt lights for less then the 400 watters.

I think the best advice I can give you on your ballast is just walk away. Put it away, and go buy one that is already built. You do not want your first crop to be a Hot-dog and marshmellow cook out.
