The kits I've bought specify that the capicitors should be grounded. I also ground the starters and transformers.I take a piece of bare wire and run it from the green on the power cord and run it to the mounting straps for the components . So there are three wires in one wirenut, 2 greens(power cord and lamp cord) and one bare(component ground).Also the lamp cord ground goes to the reflector. I use a nonconductive baseboard so the components need to be individually grounded. Good luck and be careful with electricity it can be deadly if you don't know what you are doing.
