For flipping one ballast and two bulbs, you would use a Single Pole Double Throw Relay aka SPDT relay. For flipping two ballasts and four bulbs you would want a Double Pole Double Throw relay, aka DPDT Relay.

The relay can be purchased online at Rockwell Automation for about $30 or $35 depending on if you want the SPDT or the DPDT.
