Bushy plants can be anything, genetics, environment, I wouldn't raise the lights, it won't accomplish what you think you want.
personally I like bushy plants as opposed to those long skinny plants, they always look under nourished or something.
Of the 4 plants I'm got in bud right now, 3 are bush. Go figure.
Bush is good.
