you cant grow 14 plants with low electricity... or 21 plants if you count the mothers... if you think about it cfls are cheaper... but you will need alot of them to flower... and if your gonna use alot of cfls then its not worth it... hps are much much more efficient then cfls... with cfls you get like 50-60 lumens per watt.. with hps you get 100+ lumens per watt... so it would be smarter to have 1 400 watt hps then 400 watts worth of cfls.
