I understand you wanting to get a harvest every two weeks. This is not practical with the space you have for flood and drain. Since you already have experience with the bubbler, why not set up four small ones and fly with that. You could prop them up to accomadate the differences in height so you could use just the one light. Buy the 8 tube not the four tube. You can start with 1/2 lite and turn on the others when necessary. This allows you to use the right nutes for you four stages.

I would not agree with that statement. Check out MY current setup:journal. Yes the cfl's can grow a mother.

You would be better off, in my opinion, with the space limit you have to grow all of one crop, and be done with that crop. Keep a mother, topped etc. About 4 weeks before harvest take the necessary clones from the mother and get them ready to go in your system when the others come out. May not sound as cool, it will be a lot less work. VV
