If you get the 10 cfl 23w 1600 lumens bulbs this will give you 230w total and 16000 lumens.
The good thing about cfl is that they are small and do not produce a lot of heat so you can bring the lights closer to the plants, the bad thing is that you don't get nearly the amount of lumens per watt that you will get with a hps.
This is why I use cfls in the veg and use hps in the flower. I use a 600w hps system and get about 85000-90000 lumes. So if I tried to get the same output from the cfls I would have to use 56 23w 1600 lumen bulbs and if x the 56 x 23w =1288watts.
So the out come is you will have to use twice as much energy wattage wise with the cfls.
