It's a good policy, and it's about damned time they actually PUT IT IN WRITING. Of course, this doesn't mean that NOONE will be arrested - it just means that in order for the arrest and conviction to be in line with the new policy they must be violating state law in some way. We all know that being innocent of a crime doesn't mean you won't be arrested and charged pending trial.
