If someone ever tells you that ordering seeds into the US is 100% safe, they are lying. No seeds can be sold inside the US and US Customs has the right to open up any package that is sent to you from overseas. Possession is a federal crime. There's nothing 100% safe about that. Minimize your risk exposure and do a lot of research on the potential seed bank you're ordering from.
