This is true, they are not going to bust your for an ounce or less on you. It is just not worth their paper work, so they just take it away and smoke themselves later.
As for the grow ops, they are not searching for the guys growing a few plants in their basement, they could care less. They want the large scale operations that are stealing hydro and taking out houses and factories, fields etc.
