Ok that is for sure an HPS it's just a differt shape bulb than most people are used to seeing but it's not a conversion bulb that ballast has an ignitor so it's straight hps. The ballast should say what wattage or on the end of the bulb maybe. I'm guessing no larger than 250w. You need to find out the size so we can tell you how far away it will work from the plants and how much area it can cover. 250w lights should be 8" from the tops of the plants, 150w even less. You have it too far away I think.

It's not a fire hazard no matter how old it is PROVIDED that you don't put it in contact with flammable material. Set that ballast and transformer on a brick or a sheet of drywall and 1' away from anything flammable.
