Im not sure what im asking even makes sense but can you recure buds that was bured bad to make it more potent?

I got some stash to smoke and the oz i got seems to have SHITLOAD of red hairs all over the with very little buds and crystals. Weed is very heavy as well. He called it Red Panda??LOL I never heard of it and not sure if it exisit but im just wondering if i can cure/dry this oz and make it more potent and stronger?
