1)The electric company cannot, i repeat, cannot measure where your pulling juice from, no way no how...
2)there are electric companies which have meters that can record times of usage so you're partly correct there... one easy way to tell is if a meter man comes and reads meter every month then ur ok. If the do it through the internet then some steps need to be taken to keep spikes to a min...
3)size of room has nothing to do with electric usage, and i'd say for a house that size that 2kw for lighting is not going to create any issues...
4)the hot spot he was referring to comes from bending mylar or foylon whatever and it creates a spot that reflects so brightly it causes a "hot spot" and burns the plant leaves...
5)to get by infared detection i would just get the c-3, or they make a type of insulation sold at your local hardware store that can be put up on walls, reflects 97% of heat signature...

not trying to be a dik in this post at all but your reply seems very silly and is bad info... i'm not a pro but i don't comment if i don't know wtf i'm saying..
