Wow long question,thats ok i prefer as much info as possible,its hard to answer one liners wth proper answers.

First off let me say that i grow using the double spectrum MH/HPS as you are suggesting,i had a dedicated mother clone room running off floro tubes,a veg room running of all MH lighting & a bud room running off all HPS,i decided to scale way back & stay within the med mj law in my state which is where i grow now,within the law.

Anyways after shutting down some rooms i consolodated my bud room & decided to use some MH lighting in combination with hps,ive noticed no difference in quality of yeild since adding MH to the spectrum,infact i know use a little less wattage using the dual spectrum lighting over all hps in that room since the mh's were smaller wattage thanthe hps they replaced.

You'll be fine with dual spectrum & the plants will dfinish in the same amount of time.

With all that being said im sure you know getting 4 ounces per plant is a heavy yeild for indoor plants,that will require two months veg time for sure,maybe even 10 weeks veg time,the goal can be reached though but with you running all 400 watters i think your reaching a bit too high.

From experience in my grows the smaller 400 watt lights give less yeild per plant over 600's & 1,000's.
