At the very least move that otherbaylight inline with the other one and lower it to 18inches above the top of your plants.Then move your biggest plants under there footprint this will speed up your grow dramatically.Then use those cfls for those seedlings.You might need a clamp on fan to blow across the tops of the bulbs.I run a 400 at 12 inches from my plants by blowing the hot air from bulb away as long as it cool in there it should not burn em you can start at 2 ft to be safe and just watchem then lower them if you can,this will stop the stretch b4 it happens.And when you flower at that height your buds will be real solid and dense.The closer you can keep your lights in flower the tighter and denser your buds will be.Do you have intake and exhaust in there??
