im from belfast, the main reason for the drought is the paramilitaries are trying to clean up their act by cutting off links to organised crime, this has been going on since last year, thats what the infighting has been about, officially they have stopped dealing, dont want to name names but the word was put out last year from very high up to close down all dealing, the recent seizure in newtonards was not paramilitary related, just someone who saw a huge gap in the market.
