Default British citizens recruited for US ARMY?
I'm a big motorcycle race fan, as such I go to several web sites for my news and updates. Since 'Motorbike' (as you Euro's like to call it) racing is WAY more popular in Europe than the US, a few sites I visit for this info are based in Great Britain and while I was on this site:

I noticed the big banner ad was displaying a message about High School Drop-Out prevention and was sponsored by 'The American Ad Counsel' and 'The US ARMY'.....

Ok now why the need to spend the money for this kind of a message on a European web site? Would American's be visiting this site enough to justify this? Or is this just as simple as the host can tell that I am viewing the site from an American IP addy and is putting American Ad's for American visitors to the site and I am just and idiot trying to make something more out of this than it really is?
